Research Design

Dala completed an evaluation to inform the on-going partnership between the Rainforest Foundation Norway (RFN) and Forest Watch Indonesia with five major objectives:

  1. To assess the relevance, effectiveness, efficiency, impact and sustainability of FWI’s work; 

  2. To provide an overview of the strengths, weaknesses, challenges and gaps in FWI’s planned and current project implementation, and recommendations on how weaknesses can be addressed and strengths consolidated;

  3. To provide an overview of the strengths and weaknesses of the FWI’s organisational structure and internal management, and recommendations on how challenges can be addressed and strengths consolidated;

  4. To compare the long-term strategy and goals of FWI and RFN and provide an overview of limitations/contradictions and possibilities, with recommendations on how opportunities arising from their cooperation can be maximised;

  5. To map the comparative advantages of FWI in relation to other RFN partner organisations in Indonesia, and for RFN and FWI to receive recommendations on how to build on FWI strengths and added value in RFN’s partner portfolio.

 

To evaluate FWI, the Dala team conducted field visits in Papua and interviewed 34 key stakeholders from communities in Papua, donor agencies, local and national NGOs, climate and forestry programmes in Papua and Bappeda of Papua Province.

Dala then contracted with RFN for an additional planning event. The event was conducted on 28-30th January 2019. Dala collaborated with Spasia's Karen Edwards and provided dynamic facilitating expertise.
